There's plenty of activities within our government that aren't just rule-setting, and conversely, there are organizations that set de facto rules but aren't part of the government. It matters how we adopt rules because self-governance rests upon a foundation of us being able to set the rules. It also matters how many rules, as a society, we have, and these organizations drive more.
